Yes. A land was promised for them (Jews - the decedents of Isaac and Arabs - the decedents of Ishmael) in the Bible, as it says in Genesis 17:8
“You (Ibraheem A.S.) are now living in Canaan (Palestine) as an outsider. But I will give you the whole land of Canaan. YOU WILL OWN IT FOREVER. So will your children AFTER YOU. And I will be their God.”
* Note that even if the promise were true the decedents of Ibraheem A.S. were not only Jews, but also the Arabs - the decedents of Ishmael A.S.
It is noteworthy to consider who really promised the land for the Jews (and the Arabs) from biblical point of view. Let's ask so called the "holy" Bible how to know if a message is from God Almighty.
It is mentioned in Deuteronomy 18:21-22
You will say to yourselves, “How can we know when a message hasn’t been spoken by the Lord?” Sometimes a prophet will announce something in the name of the Lord. And it won’t take place or come true. Then that’s a message the Lord hasn’t told him to speak. That prophet has dared to speak on his own authority. So don’t be afraid of him or what he says.
So let's apply this test. Was the promise fulfilled? .... No!!!
Abraham’s sons Isaac and Ishmael buried his body. They put it in the cave of Machpelah near Mamre. It was in the field of Ephron, the son of Zohar the Hittite. Abraham had bought it from the Hittites. He was buried there with his wife Sarah- Genesis 25:9-10
It is further mentioned about Ibraheem A.S. that...
All those people were still living by faith when they died. THEY DIDN'T RECEIVE THE THINGS GOD HAD PROMISED. They only saw them and welcomed them from a long way off. They openly said that they were outsiders and strangers on earth. People who say things like that show that they are looking for a country of their own. What if they had been thinking of the country they had left? Then they could have returned to it.

you. So Abraham left the land of Babylonia. He settled in Haran. After
his father died, God sent Abraham to this land where you are now living.
God didn’t give him any property here. He didn’t give him even a foot of land.
But God made a promise to him and to all his family after him. He said
they would possess the land. The promise was made even though at that
time Abraham had no child.

The promise was not fulfilled, so the Bible says it was not the God who promise the lands.
